Decisions from the FISA Council in Copenhagen

The FISA Council met in Copenhagen, Denmark, last weekend, to discuss major items on rowing’s agenda.
New Event Schedules
One of the foremost items listed on the Council’s agenda were the new event schedules for the Olympic Games, the World Rowing Championships, the World Rowing Under 23 Championships, the World Rowing Junior Championships and the Rowing World Cup series. All aspects of these new schedules, including the feedback of National Federations and Organising Committees, were considered in great detail.
Following the discussions, the Council re-confirmed the decision to stage the finals of the Olympic Rowing Regatta and the World Rowing Championships over four days, starting in 2010 for the World Rowing Championships and 2012 for the Olympic Games.  It also confirmed the dates of the Olympic regatta with the reserve day becoming Sunday, 5 August 2012.
The Council also confirmed the decision to shift the junior championship schedule from the current Wednesday through Saturday schedule to a new Thursday through Sunday format. For both the junior and the under-23 championships, the finals of boat classes with 13 or more entries will be held on the Sunday, while those with 12 or fewer entries at the entry deadline will be held on the Saturday.
Regarding the Rowing World Cup series, the Council confirmed its intention to stage the last four final races of each Rowing World Cup regatta consistently at all regattas featuring the two singles and the two eights while ensuring that all 14 events are included on the international signal of the host broadcast.
It is believed that the new schedules will increase the media impact of rowing events by expanding the number of days that have final races and allow more focus on the athletes by reducing the volume of finals that take place on one day.
Adaptive Rowing Issues
The Council intends to change the racing distance of adaptive rowing from 1,000 to 2,000 metres, with the aim to fully integrate adaptive rowing into the main stream, including the organisation of regattas, the spectator experience, athlete experience at the regatta and the television package of the World Championships. FISA should be contacted by 12 February 2010 with any arguments that national federations feel might be relevant to this decision. Should FISA not receive any arguments that it believes have not already been considered, the adaptive racing distance will change to 2’000 metres effective 13 February 2010.
In developments related to Intellectually Disabled Rowing, the development of the “Sport Specific” testing by FISA, which is required by the International Paralympic Committee to determine whether intellectually disabled athletes will be eligible to compete at the Paralympic Games, is still taking place and, consequently, there is not confirmation yet by the IPC and FISA about participation of ID rowers in the Paralympic Games. It is hoped that this testing will be finalized and decision taken this spring.
Other Decisions

• The first Rowing World Cup of 2012 was attributed to Belgrade, Serbia (4-6 May)
• The Olympic and Paralympic Qualification Systems have been confirmed. These documents will be released shortly by the IOC and IPC, respectively.
• A new formulation of the registered testing pool, including objective and subjective criteria, was approved.
• The recognition by FISA of the Oceania Rowing Confederation (ORCON)
• New members were appointed to the following FISA Commissions: Athletes (Iain Brambell of Canada), Competitive Rowing (Hartmut Buschbacher of Germany), Umpiring (Jacomine Van Ravensbergen of the Netherlands), Events (National Federations are requested to propose candidates by 15 February).
• A new progression system for 37 and more entries was approved.
